Conservation Action Plans (CAPs) are localized, strategic frameworks created by Natural Resources Conservation Districts. These planning documents are informed by Local Work Group meetings, Tactical Basin Plans, River Corridor Plans, Vermont Wildlife Action Plan, and partner and expert consultation. 

The CAP incorporates these findings and insights to determine the condition of our region's natural resources and to identify the needs and priorities of our communities. The CAP is a framework to guide our work to improve resource management, promote sustainable agriculture, enhance land stewardship, safeguard natural resources for future generations, and improve community livelihoods and overall quality of life. The CAP also outlines the actions, programs, and services that the Conservation Districts will take to support the goals and objectives set.

Rutland County's 2026 CAP, prepared by Rutland NRCD and Poultney Mettowee NRCD describes the following conservation goals and objectives:

• Improve soil quality and soil health
• Reduce fluvial and overland erosion to conserve soil and improve water quality
• Enhance forested riparian buffers
• Restore fluvial processes in small drainages
• Improve native plant communities 
• Prevent and control invasive and nuisance species and reduce plant pest pressure
• Improve plant health, productivity, and condition in forests, pastures, hay fields, and cropand.
• Promote wildlife biodiversity
• Maintain or improve livestock health and productivity
